 Over 40 Secondary Schools to Begin Offering Advanced Elective Modules
More than 40 secondary schools will begin offering Advanced Elective Modules (AEMs) to their upper secondary students from October this year. Announced earlier this year, the AEMs are 40-hour courses in applied topics conducted by the five polytechnics. They will enhance the learning experience of our students through practice-oriented approaches. The experience will also help our students to discover their strengths and interests.

Schools will introduce subject-based banding to replace the current EM3 stream.  Labour Market, Second Quarter 2006: Job Creation Hits Record High in First Half of 2006

With sustained economic growth, employment grew by a healthy 36,400 in Q2 2006, higher than the gains of 31,700 in the same quarter last year, but lower than 45,000 in Q1 2006.  In the first six months of 2006, employment rose by a record high of 81,500, about two-thirds more than the 49,500 in the same period of 2005.

A total of 173 companies will pledge their commitment towards adopting fair employment practices at their workplace.  Sixty-two of them went on stage today to demonstrate this in a pledging ceremony.  They were participating in a tripartite seminar on the importance of fair employment practices organised by the Tripartite Alliance for Fair Employment Practices (TAFEP).  Mr Gan Kim Yong, Minister of State for Education and Manpower, who is also the Chairman of the Tripartite Committee on Employability of Older Workers, was the Guest-of-Honour at the event.

Amid a buoyant economy, more employers sent their staff for training in 2005. Employers also reported tangible benefits from training their employees, especially in terms of the impact on productivity, products/services quality and customer satisfaction. These are the key findings from the Survey on Employer Supported Training, 2005 covering 2,400 private sector establishments with at least 25 workers, which together employed some 650,000 employees.

 Personalised Employment Pass: A new scheme to facilitate the contributions of global talent to Singapore

The Ministry of Manpower will introduce a Personalised Employment Pass (PEP) from 1 January 2007 to help us better attract and retain global talent. The PEP will be granted to suitable EP holders or foreigners who have graduated from our institutions of higher learning, and have worked in Singapore for a period of time.

Raffles Junior College has emerged as Champion of the Junior Colleges Debating Championship 2006, which began with preliminary rounds on Saturday, 15 July 2006 and culminated in the Finals on Saturday, 5 Aug 2006. The finalists from Victoria Junior College and Raffles Junior College debated the motion, “This House believes that trade rights should be linked to human rights.” There were 19 teams in total, comprising teams from 17 junior colleges, Millennia Institute and Anglo-Chinese School (Independent).  Former Director and CFO of Wan Soon Construction Pte Ltd Convicted of 20 Counts Each of Failing to Pay Salary to Workers and Fined $1,000 on Each Charge

Alan Koh Koo Yong and Sam Koh See Kwang, former director and CFO respectively of Wan Soon Construction Pte Ltd (“Wan Soon”), each pleaded guilty today in the Subordinate Courts to 20 counts of failing to pay salaries to their workers in 2004.  They were fined $1,000 on each count, totalling $20,000 per person.  Each also had 263 charges taken into consideration for sentencing.  Both accused persons paid half of the fines due today.  The Court granted their application to pay the remainder of the fines by instalments.

 Employment Situation in Second Quarter 2006: Continued Employment Growth

The favourable economic environment continued to bolster employment creation.  Preliminary estimates show that employment grew by 36,500 in the second quarter of 2006, higher than the 31,700 gains in the same period last year.  This is lower than the robust gains of 45,000 in the previous quarter.  Total employment in the first six months this year rose by a record high of 81,500. This is about two-thirds more than the 49,500 gains in the same period in 2005.

 Partial restoration of Foreign Worker Levy (FWL) cuts

The foreign worker levy (FWL) had been substantially reduced in 1998 and 1999 to help companies tide over the difficult economic environment. Robust economic conditions over the past two years have resulted in healthy job growth and a rising demand for labour.  In 2005, the number of new foreign work permit holders increased by 43,000, the largest increase since 1997. As the economy has recovered and to moderate the strong industry demand for foreign workers, the Ministry of Manpower is partially restoring the levy cuts. As of 1 January 2007, the skilled foreign worker levy will be raised from $100 to $150 for all sectors.

 Tour & Travel Services Sector gets a boost with WSQ training and qualifications

The professionalising of the Tour & Travel Services is given a boost with half a million dollars from the Singapore Workforce Development Agency (WDA) to fund training under the Tourism Workforce Skills Qualifications (WSQ) system.  The funding support will provide 100 training places for new entrants into the industry, and 700 training places for in-employment upgrading of existing workers over the next two years.

 MOM targets forklift operations to improve workplace safety

To ensure that comprehensive risk assessment and proper safety measures are in place for forklift operations, the Ministry of Manpower (MOM) is embarking on a Programme-based Engagement (ProBE1) on forklift operations. In the month of June 2006 alone, there were three fatal accidents2 involving the use of forklifts, as compared to a total number of four such fatal accidents for the whole of 2005.

 Report on Wages in Singapore 2005 and Singapore Yearbook Of Manpower Statistics 2006

Jobs requiring professional and specialist skills continue to command higher salaries, reflecting the premium employers place on knowledge and skills. In June 2005, professionals received the highest median commencing gross wage at $2,500 per month followed by technicians and associate professionals at $1,703. New entrants in less skilled jobs started at lower wages eg. clerks at $1,335, sales and service workers at $1,100, plant and machine operators at $1,250 and cleaners and labourers at $755. Among employees across all years of experience, the median gross wage ranged from $1,000 for cleaners and labourers to $5,699 for managers.

 CPF Board distributes surplus to Home Protection Scheme (HPS) members and lowers HPS premiums

The Board has built up a surplus in the HPS arising from better investment returns, less claim payout than expected and low operating expenses. The Board has decided to distribute a surplus of $480 m to HPS members in July 2006. This will be the fourth time that the Board will be distributing HPS surplus to members, having made similar distributions on three prior occasions in 1986, 1989 and 1997.

 MOM to extend its enforcement hours after statistics show that 40% of fatal accidents occur after office hours

With effect from 1 July 2006, construction sites, factories and shipyards can expect the Ministry of Manpower (MOM) to conduct inspections at its workplaces even after regular office hours. This is in line with efforts to enhance workplace safety and health enforcement and raise safety standards in Singapore.

 Employment Grew Strongly by 45,000 In First Quarter 2006

With continued economic growth, employment grew strongly by 45,000 in Q1 06, more than double the increase of 17,800 in the same period last year.  All the major sectors registered increases in employment.  The bulk of the employment gains continued to come from the services sector (28,000).  Strong increases were also registered in manufacturing (11,100) and construction (5,600), which saw much higher job gains than the quarterly increases in 2005.

 Sentosa Island Leaps Ahead With a Strategic Alliance to Transform its 3,000 Strong Workforce Through Tourism WSQ

 United Nations honours MOM Work Pass Division with Public Service Award

The Work Pass Division (WPD) of the Ministry of Manpower (MOM) has been awarded the 2006 United Nations Public Service Award for "Improving transparency, accountability, and responsiveness in the Public Service". The Ministry is one of only three government organisations worldwide and the only one in the Asia-Pacific region to be honoured with this recognition by the UN this year. The CPF Board will continue to pay interest to its members at the rate of 2.50% per annum for CPF savings in their Ordinary Account from 1 July 2006 to 30 September 2006. The CPF interest rate is reviewed quarterly.

 MOM foiled illegal employment scam and nabbed 34 foreign workers

The Ministry of Manpower (MOM) arrested a total of 34 foreign workers in an island-wide operation targeting illegal employment syndicates on 18 May 2006. The workers arrested held work permits for the marine sector but were found working illegally as conservancy cleaners and general workers instead. Eight marine companies are believed to be involved in this employment scam.

 National Wages Council (NWC) Guidelines for 2006/2007

A sustainable wage increase for competitiveness and employability

The Ministry of Manpower expects employment creation to continue to be robust. Based on preliminary estimates, employment grew by 33,400 in the first quarter of 2006, nearly double the increase of 17,800 in the same quarter last year. The seasonally adjusted overall unemployment rate was 2.6% in March 2006, unchanged from December 2005.

 Government Accepts National Wage Council’s Recommendations For 2006/2007

The Government agrees with the NWC that our built-in wage increases should continue to lag productivity growth, so that Singapore’s cost competitiveness can be sustained. The Government also accepts the NWC’s recommendation that companies make greater use of variable bonuses to reward workers. Companies that are performing well should grant higher variable bonuses in recognition of workers’ contribution.

 300,000 Singaporeans awarded $137M of Workfare Bonus

Singaporeans who have not signed up for the Progress Package can still do so through any DBS/POSB/UOB/OCBC ATM by 31 May 06 or the website www.progress.gov.sg by 31 Dec 06. Alternatively, they can collect a form at any post office, Community Centre/Community Development Council office or CPF Service Centre and submit it to the CPF Board by 31 Dec 2006. They will receive their money after 1 May 2006.

 Strong Employment Gains In First Quarter 2006

Employment continues to grow at a robust pace, bolstered by the strong economic growth.  Preliminary estimates show that employment grew by a robust 33,400 in the first quarter of 2006, nearly double the increase of 17,800 in the same quarter last year.  This increase is close to the seasonally high gains of 35,300 in the fourth quarter of 2005, unlike previous years when employment creation typically slows down in the first quarter. Employment in Singapore has reached another record high of 2,353,300 in March 2006 compared with 2,319,900 in December 2005.

 All first-time Foreign Domestic Workers to attend SAC within 3 working days after arrival and other changes in entry processes
All first-time foreign domestic workers (FDWs) entering Singapore from 10 April 2006 must attend the FDW Safety Awareness Course (SAC) within  3 working days after their arrival, before placement with employers.  This does not include the actual day of the FDW's arrival.

 Labour Market 2005

Employment: Local employment grew by 63,500 in 2005, up from gains of 49,900 in 2004. This is the highest annual employment creation on record for locals, even exceeding pre-Asian crisis levels. 

Unemployment: With the robust job creation, unemployment has fallen to its lowest level in slightly over four years.  Among the resident labour force, the seasonally adjusted unemployment rate at 3.3% is also significantly lower than 4.4% in September 2005 and 4.0% in December 2004. 

Wages & Productivity: Real earnings rose by 3.0% in 2005. Growth in labour productivity moderated to 1.9% in 2005, as employment gains accelerated while output growth eased over the period.  Consequently, the growth in real earnings outpaced productivity growth in 2005 in a reversal from three preceding years of lag.

As part of the efforts of the Tripartite Committee on Employability of Older Workers (Tricom), the Singapore Workforce Development Agency (WDA) is implementing the ADVANTAGE! Scheme over the next 2 years.  The Scheme aims to encourage companies to employ mature workers over 40 years old, or re-employ workers beyond the age of 62 years.

 More Can Now Qualify for the Workfare Bonus Scheme
The Workfare Bonus Scheme is intended to reward regular and productive work. Therefore it requires that beneficiaries work at least 6 continuous months in a calendar year to qualify. 

As there may be employees and self-employed workers who have genuine difficulties in staying employed for 6 continuous months despite making the effort, the Government has decided to be flexible and make an exception for them. They can now qualify if they have worked for at least 6 months in the calendar year, even if the employment period was not continuous, provided they have also met the other Workfare Bonus Scheme qualifying criteria.

 Workplace Safety and Health Act to take effect from 1 March 2006

Seven subsidiary legislation will also be gazetted, including new legislation on Incident Reporting and Risk Management.

The Workplace Safety and Health Act (WSHA), passed in Parliament on 17 January 2006, will come into effect on 1 March 2006. This Act will replace the current Factories Act.

The Workfare Bonus Scheme (WBS) is part of the Progress Package announced by the Government on 17 February 2006. The WBS gives a cash bonus to older, low wage Singaporean workers to reward regular and productive work.

 Employment Situation in Fourth Quarter 2005
More people have secured employment, bolstered by the favourable economic conditions.  Preliminary estimates show that employment grew by a strong 110,800 in 2005, exceeding the previous year’s gains of 71,400. This brings the total number of persons employed to a new high of 2,317,400 as at December 2005.

 Up to $1 Billion for Low Wage Workers
The Ministerial Committee on Low Wage Workers has recommended a package of Workfare measures costing up to $1 billion to help low wage workers. The proposed measures will incentivise work and encourage low wage workers to take on jobs, upgrade their skills and stay employed. It also focuses on children of low wage workers to ensure that the next generation has the skills and know-how to create hope for a better future.

 Flexible School Design Concepts To Support Teaching and Learning
Minister for Education, Mr Tharman Shanmugaratnam, announced at the 8th Appointment Ceremony for Principals on 29 December 2005 that MOE will introduce a new framework to provide greater flexibility in the design of primary and secondary schools. The framework, called Flexible School Infrastructure (FlexSI), will ensure that the school infrastructure is sufficiently flexible to support teaching approaches to better engage students in learning.

Q3 Employment Continues to Rise

Employment creation in Singapore continued to be strong in the third quarter of 2005, sustaining the improving trend of the past 8 quarters.  Preliminary estimates show healthy employment gains of 28,700 in the third quarter.  This increase was double the 14,100 in the same period last year, although slightly lower than the gains of 31,700 in the second quarter.

The chairmanship of the Tripartite Committee on Employability of Older Workers has been elevated to Ministerial level with Mr Gan Kim Yong, the new Minister of State for Education and Manpower, being appointed as chairman by Dr Ng Eng Hen, Minister for Manpower. The move underscores the importance of the issue of employability of older workers.

The salary arrears and related disputes between the L&M Group of Companies and its workers represented by the Building Construction & Timber Industries Union (BATU) have been resolved with Ministry of Manpower’s (MOM) assistance and all workers have since received their pay.

 25 Primary Schools to Pilot New Chinese Language Curriculum in 2006

The Ministry of Education will pilot the new modular Chinese Language (CL) curriculum at P1 and P2 levels in 25 primary schools from January 2006 before full implementation at P1 and P2 in all primary schools in 2007.

MOE has released information on the School Achievement Tables for Year 2005, as well as the winners of the MOE Masterplan of Awards. This year, a total of 154 schools have won awards under the Masterplan of Awards.

 Employers report tangible benefits from training: MOM
The vast majority of employers surveyed confirmed that training has a positive impact on worker productivity (86%), the quality of their products (83%) and customer satisfaction (75%). About half of the establishments (52%) cited a positive impact on their sales and profitability.  These are among the key findings from the Ministry of Manpower’s survey on Employer Supported Training, 2004.

 Larbour Market, Second Quarter 2005

Driven by sustained economic growth, employment creation picked up momentum and job vacancies continued to rise amid a positive business outlook for the second half of this year. Nevertheless, difficulties faced by the less educated and mature job seekers still remain.

Overall employment grew strongly by 31,700 in the second quarter of 2005, compared with 17,800 in the previous quarter and 10,900 in the same period a year ago.

 Workfare: Rewarding Work - Ministerial Committee on Low Wage Workers (LWWs)
We have some 240,000 full-time workers who earn $1,000 or less per month. Many of them are older and less educated. Their incomes have not been risen as fast as that of Singaporeans in the past five years. The Government has thus formed this multi-ministry committee to help Low Wage Workers.

 $45 Million Edusave Top-ups for Singaporean Students
The Government has deposited $100 into the Edusave account of every Singaporean student below 16 years of age as at 1 January 2005, who is studying in primary school, secondary school, special education school or ITE. The total cost to the Government is $45 million. The top-ups were made on 17 August 2005.

 Public Consultation on Draft Workplace Safety and Health Bill
At the Committee of Supply Debate in March 2005, the Minister for Manpower noted that in order to raise occupational safety and health (OSH) standards to the next level of achievement, fundamental changes were required. He announced that a new Workplace Safety and Health Act would be passed by the end of 2005 to reform the legislative framework for OSH in Singapore.

 Article for "Inaugural Programme for School-Based Excellence"
Sixteen primary schools have been selected as recipients of the inaugural Programme for School-Based Excellence(PSE). Under the PSE, schools would receive a recurrent grant of up to $100,000 per year from 2005 to further raise the quality and outreach of their school-based programmes/initiatives, so as to encourage greater diversity in our primary school landscape.

 Conditions of Employment 2004
The findings of the latest Conditions of Employment Survey conducted by the Ministry of Manpower's Research and Statistics Department are now available in the 41-page "Conditions of Employment, 2004" report. This report provides a snapshot of employment conditions such as work-week patterns, annual leave entitlement and sickness absenteeism. The report also examines the prevalence of alternative employment practices, including flexible work arrangements and contingent and shift work. It also discusses the extent to which employers are providing pro-family benefits such as family care, maternity and paternity leave.

 Autonomous Universities - Towards Peaks of Excellence
The Steering Committee reviewing University Autonomy, Governance and Funding has released its preliminary recommendations to devolve greater autonomy to our three publicly-funded universities: NUS, NTU and SMU. The Steering Committee was established in April 2004 by Minister for Education, Mr Tharman Shanmugaratnam, to recommend an appropriate model of autonomy for Singapore's publicly-funded universities.

 Malay Language and Tamil Language Curriculum and Pedagogy Review Committees Set Up
The Ministry of Education has appointed Committees to review the curricula and pedagogy for Malay Language (ML) and Tamil Language (TL) learning in schools. The committees will officially start work in January 2005 and are expected to complete their reviews by August 2005.
